When Brown County was considering to implement the local optional sales tax they hired a consultant,
AECOM, to put together a report on the plan for enacting the Sales Tax in Brown County.
(AECOM is an American multinational engineering firm that provides design, consulting, construction, and management services to a wide range of clients. AECOM has approximately 87,500 employees, and is number 156 on the 2016 Fortune 500 list.)

On pages 82 and 83 the consultant estimates how much money would be contributed by people from other counties. They estimated 11% would be contributed by people from other counties.
This is a far cry from the estimates we have heard in Manitowoc County of 20%, 25%, or more, being contributed by non county residents.
Additionally, consider that Brown County is a popular tourism county with the Packers, Lambeau Field and other draws, and a major regional shopping area.
I believe that if Manitowoc County had the optional county sales tax, the take from non residents will be much lower than in Brown County's case.
A conclusion that can easily be made is that far less money will be drawn from non county residents than 11% projected for Brown County.
This bit of information should be added to the discussion of the sales tax in the future.
